18 Amend printed bill, page 3, strike lines 21 and 22 and substitute "THE
19 FEES ARE REASONABLY RELATED TO THE DIRECT AND INDIRECT COSTS OF
20 THE PROGRAM CREATED IN THIS SECTION.".
